i think it depends on what you want to do to what you should use. i am not keen on opensource ones so use photoshop and i would urge you to use that if you really want to enhance an image.
for 3d software i used prodesktop at school a few years ago, think that is free. solidworks is also a good program (i studied that for a year on a course).

Lee Irfanview is amazing eh? i had close to 500 images all needed to be converted to another format, renamed, and resized, and it did them in maybe 4-5 minutes. What a time saver!

I think TheGIMP is as close as you can get to photoshop without spending money!

hasn't a new version of paint come out recently?
i always say to myself to try different softwares out but since i have photoshop i tend to not bother. if you are a person who just pays with pictures and stuff there is no point in spending money for photo editing software.
