I would say no.
You should purchase hosting from a company for many reasons.
- reasonably cheap to purchase
- your website will be faster
- a lot less hassle
- better uptime

Deffinatly not something someone should do if they have no knowledge of doing it.
I havnt really read that page, but i dont think they would have covered everything.
You will need to:
-upgrade your internet connection.
-get an amazing firewall
-build a network
-build a DMZ on the side of that network
-build a file server
-install some web server software on it, be it IIS, apache or what ever.

Well I agree on some parts such as if there are problems you can fix them right away, but such things as monitoring 24/7/365 forget that

for the price of hosting now you might aswell buy it and save yourself hours and hours of work and problems. plus if they mess up you get discounts and stuff

i will do it sometime but at the moment i a busy with other stuff.
i don't have much clue at setting up servers as i have always just used paid managed hosting.

Maybe i should note that it maybe worth it if you are only running it as a practice server for yourself. Connecting it to the internet and such, it is still a no, due to the numerous problems there are. As for setting up servers, there are many tutorials on the internet, however to properly make sure your server is safe, that is something they do not teach.

yarr, i have a server setup but i used easyphp which just runs it through like normal software.
i use it for testing themes with drupal and scirpts i write.
